The thirty one inches includes the length of the chain. For the price and description I expected a substancial piece and it is more like 22", thin with a delicate slight sound.

I purchased this set of chimes as a gift for my daughter for Christmas. She has many chimes, but this one is her favorite. She said it was easy to hang and looks great on the front porch of her cabin in New York State. The chimes shimmer in the sunlight and have a soft sound in a breeze. She commented to me GOOD gift Mom!
